Extra Special Parents (ESP) was established in 2006 in Richmond, VA as a therapeutic foster care agency.  Since its inception, ESP has gained a positive reputation not only for producing above-average outcomes for youth but also for its use of community-based services and emphasis on promoting and preserving healthy family relationships and focusing on permanency for all children. The goal throughout the entirety of Extra Special Parents is to provide the highest level of care possible to children and families in need.

Extra Special Parents is owned by Richard Kingswell, a highly qualified professional with extensive experience providing services to children and families. Richard has started seven Mental Health and Department of Social Services programs that treat youth with mental illness and maladaptive behaviors including a treatment agency for adolescent males and a short-term diagnostic group home which expanded to five programs.

Foster Care

Our experienced, knowledgeable, and forward thinking team is ready to assist you in finding a loving and supportive home for a child with or without special needs. We take extra special care to make sure that a child is placed in the most appropriate home to meet his/her particular needs.  All families certified by Extra Special Parents have completed psychological evaluations, comprehensive home studies, and pre-service training on topics such as strength based parenting, Virginia’s foster care system, trauma informed care, behavior management, among other relevant topics. Our Treatment Foster Care Parents are also provided with monthly training
and support groups that cover various parenting and foster care topics.


ESP received the Adoptions through Collaborative Partnerships (ATCP) Grant in 2014 and has since been working with various localities on successfully finalizing adoptions for foster children in need of their forever family. ESP has partnerships with over 15 localities and provides the support and services necessary to guarantee a stable and successful permanency placement.

Community-Based Services

ESP, through its Community-Based Services division, offers innovative and evidence-based family support programs, which includes therapeutic mentoring, intact family casework, parent coaching, resource family casework, supervised visitation, independent living services, and Intensive Care Coordination (ICC). ICC provides community based services through a family-driven, team-based, collaborative process to help families and youth who are at risk of being placed in or are currently in an out of home placement
